The Twinning Programme is a peer exchange initiative: it matches cities and regions working on circular economy transitions, pairing them to share experience, explore solutions, and strengthen local strategies through collaboration.
Each pairing is based on thematic alignment and a similar level of experience. The programme is open to local and regional authorities, public agencies, and publicly owned companies in EU Member States and Horizon Europe Associated Countries.

Circular transitions benefit from collaboration. Twinning creates space for cities and regions to:
- Learn from one another’s approaches and challenges
- Strengthen local strategies through shared experience
- Deepen their expertise on a chosen topic
- Build lasting relationships across Europe
- Access additional opportunities within the CCRI
Each twinning pair is selected based on shared priorities and readiness to engage. Together, they explore circular solutions, exchange insights, and co-develop approaches to common challenges.

The Twinning journey spans about nine months and includes:
- One welcome meeting to get to know each other,
- Three facilitated online meetings for kick-off, mid-term, and closing,
- Self-organised exchanges between the twin cities or regions,
- Light independent work between sessions,
- Support from a dedicated Twinning Facilitator.
All activities are conducted online. The format is designed to be flexible, focused, and tailored to each pair’s needs.

The activities of the Communities of Practice complement those offered by the CCRI Coordination and Support Office, the CCRI Knowledge Hub, and other CCRI partners.
They bring cities and regions together to share experiences, learn from each other, and exchange good practices. By fostering peer learning and networking, they broaden the CCRI’s impact to more European cities and regions.
