Central European Leaders of Bioeconomy Network

The EU-funded CELEBio project will boost bioeconomy-related activities in countries such as Bulgaria, Croatia, Czech Republic, Hungary, Slovakia and Slovenia. It will design and implement evidence-based Action Plans for each of the targeted countries. The project will also bring bioeconomy stakeholders from research and industry together.

The Bio-based Industries Consortium (BIC) is the only industry-led European bioeconomy association, pioneering investment and creating synergies for a sustainable European circular bioeconomy. It is working towards a vision of a future of informed citizens choosing a sustainable way of life, supporting an economy that couples economic growth with societal well-being and respect for the environment.


BIC’s level of activities is not balanced throughout Europe. This is particularly the case in 'moderate/modest innovator' countries according to the European Innovation Scoreboard. This may be the result of insufficient knowledge of the potential for the bio-based industry in these countries, by actors in bio-based activities in these countries as well as by BIC. Additionally, actors in these countries may not be fully aware of the opportunities offered by BIC and the Bio-based Industries Initiative. Consequently, the CELEBio project team will support the setting-up of a network of BBI info points (BBI Ambassadors). To set the grounds for further action in support of the uptake of bio-based technologies and facilitate matchmaking between stakeholders in research and industry, the CELEBio project team will map bioeconomy stakeholders.

Relevance for Circular Systemic Solutions

The CELEBio project aimed to provide information on the potential benefits of bio-based activities available in Central Europe by mapping bio-based industries and value chains, determining sustainable biomass potentials, developing National Action Plans and dossiers, providing inventories of bioeconomy stakeholders, and organising bioeconomy events and workshops. Therefore, the goal of CELEBio was to support creating a network of bio-based industry activities and opportunities and therefore support the uptake of bio-based technologies and matchmaking between stakeholders in the bio-based industry. The project performed a comprehensive analysis of bioeconomy status and potential in several countries - Bulgaria, Croatia, Czech Republic, Hungary, Slovakia and Slovenia. For each country, separate detailed reports were produced providing the results of the analysis for bio-based economy business opportunities and bio-based economy stakeholders in the country. In each country, the project assessed sustainable biomass potentials, including techno-economic analysis and information on infrastructures, logistics and relevant costs. The current policy framework in each country was analysed as well. The results of the project can be inspirational and relevant for regions that come from these countries as well as for any region that is interested in assessing the potential of local bioeconomy to further identify intervention areas and design a Circular Systemic Solution. Furthermore, the developed national bioeconomy action plans can be used as examples for countries and also regions that are in the process of setting up their own bioeconomy action plans.

Main results and lessons learnt

The project produced a number of relevant and useful outputs per country, including:
 

  • a report on bio-based economy business opportunities;
  • a report on bio-based economy;
  • guidelines for National Action Plans;
  • national bioeconomy dossiers summarising potentials, assets and perspectives in each of the participating countries.
