Practical methodology for implementing circular solutions
Updated on 10.12.2025
The CCRI Methodology provides decision-makers with actionable guidance to help accelerate the transition towards the circular economy at local or regional level.
Description
The updated CCRI Methodology builds on feedback from CCRI Pilots and practical experiences, offering clear, actionable steps for cities, regions, and project promoters to ensure smooth implementation of circular solutions – from stakeholder engagement and action planning to securing finance.
The original 2021 methodology introduced a three-phase structure, comprising ‘Map’, ‘Design’, and ‘Implement’, allowing users to engage at the stage most relevant to their circular journey. The updated edition incorporates four years of CCRI experience, providing greater operational clarity, stronger financial grounding, and practical tools informed by lessons learned and peer exchanges.
Throughout the methodology, informative boxes and case studies provide facts, deeper analyses, data and circular success stories. A refreshed checklist helps circular economy teams track progress via colour-coded milestones for mapping and design, grouped by scope (engagement, planning, financing), supporting both internal teams and external evaluation of maturity.
In the long term, the CCRI Methodology shall become the reference for decision making for cities and regions interested in developing and implementing Circular Economy Action Plans and Circular Systemic Solutions in their territories.
