Member States are required to establish a system that ensures the proper collection, identification, transport, treatment, and disposal of ABPs while preventing risks to the food and feed chain (Article 4). They must also implement official controls to monitor compliance by operators along the entire ABP chain (Article 45). This regulation mandates that ABPs be categorized based on their risk levels (Articles 7-10) and handled accordingly.

Cities and regions play an important role in implementing these objectives as they are responsible for the local execution of waste disposal systems, ensuring biosecurity measures in slaughterhouses and processing plants, and enforcing regulations on the transport and storage of ABPs.

Urban areas with large food industries must ensure compliance with feed safety standards (Article 31) and pet food manufacturing (Article 35), while rural regions need proper disposal methods for ABPs from farms and slaughterhouses (Article 12-14). These obligations collectively aim to prevent disease outbreaks, protect biodiversity, and maintain consumer confidence in animal-based products.​
