Published on 29.07.2025

The Circular Cities and Regions Initiative (CCRI) is launching its new Self-Assessment Tool (SAT) – a practical, easy-to-use resource that helps cities and regions to evaluate and monitor the progress and impact of their circular economy strategies. Designed to  reflect the diversity of local needs and conditions across Europe, the SAT supports evidence-based planning, continuous monitoring and improvement, and stronger alignment with policy goals.

What is the SAT?

The SAT provides a flexible, structured framework for tracking progress toward circular economy objectives. Whether your city/region is just starting or advancing its CE strategy, the SAT helps tailor evaluation efforts to your local priorities, data availability, and maturity level.

How does it work?

The tool guides users through four intuitive modules, beginning with contextual analysis and indicator selection, followed by target setting and continuous monitoring. This ensures a coherent and meaningful evaluation process. The analysis considers both implementation monitoring (tracking of progress) and impact assessment.

Key features:

  • Customisable Framework: Select from a broad range of indicators or define your own.
  • Interactive Dashboards: Visualise results and share progress effectively with stakeholders.
  • Optional In-Depth Analyses: Dive deeper into policy impacts, governance structures, and success factors to enhance strategic planning.

Why use it?

Establish a clear and effective monitoring process to strengthen your circular economy efforts. Built in a familiar Excel format and structured for ease of use, the SAT simplifies the monitoring process while enabling comprehensive insights. It supports continuous improvement and informed decision-making in the implementation of circular economy measures.
