The Circular Cities and Regions Self-Assessment Tool (SAT) aims to support the implementation of circular economy actions across cities, regions, and territorial clusters in Europe. It is part of the guidance and support instruments provided by the CCRI and connects to other instruments, such as the CCRI Methodology.

The CCRI SAT facilitates systematic tracking of progress towards circular economy targets. It is tailored to align with the unique attributes of local projects and contextual conditions and addresses the challenge of the absence of standardised assessment criteria and metrics in the circular economy domain. It offers a customisable monitoring framework that allows users to select indicators suited to local conditions and project specifics, enabling precise alignment with specific measurement requirements.
The tool is designed as a modular component set, allowing users to employ specific modules based on their needs selectively. It enables individualised and flexible monitoring of indicators relevant to specific circular economy projects, considering the heterogeneity of possible approaches and combining the greatest possible flexibility with an easy-to-use approach.
