HOOP Project Maturity Level

The HOOP Project Maturity Level (PML) approach is aimed at supporting project developers, promoters, and investors to evaluate which parts of their portfolio are investment-ready and which projects need further development. At the same time, this tool can contribute to matchmaking between project developers/promoters and investors, helping them assess and improve the maturity and bankability of Urban Circular Bioeconomy (UCBE) projects.

Relevance for Circular Systemic Solutions

This tool is useful for cities and regions in all phases of CSS deployment in all areas of circular economy. This is because the tool helps decision-makers with indicators of maturity. The questionannaire can serve all involved actors as a checklist to be used throughout the process. Specifically, it can be most useful during monitoring, evaluating and adapting the CSS in the Implement phase of CSS deployment.

How to use this tool or method

The tool is a publicly available questionnaire. Users simply answer 43 questions on indicators that determine the maturity level of a project. The covered aspects of project maturity range from key constraints and opportunities to stakeholder engagement, from technical to financial readiness, from project potential to the business case.
