HOOP Circularity Label

The HOOP Circularity Label tool is an instrument to understand the current performance of a city/region regarding the implementation of bio-circular measures. The tool is based on a scoring system. Cities and regions are assessed on their circularity performance based on nine Circularity Levels (CL). Each level indicates the level of maturity of the circular bioeconomy on a European level. The higher the CL obtained, the better a city or region is performing, where CL 5 is the European average.

Relevance for Circular Systemic Solutions

This easy-to-use tool can help cities and regions working on bio-circularity CSSs in all phases of deployment. For instance, the calculation tool can help with analysing the metabolism of the territory in the Map phase, while the results of the calculation can help cities/regions with the identifcation of intervention areas and building a CSS case in the Design phase. Finally, this is a tool that can be used as often as needed as a monitoring tool to evaluate and adapt the progress of CSSs.

How to use this tool or method

Once clicked on 'Calculate your bio-circularity level', users are given a short and interactive questionnaire, based on 27 indicators. As users enter answers, they can immediately see their scores and circularity level being calculated and visualised. The questions are divided into four categories: Policy, Society, Resource Consumption, and Resource Management.
