FRONTSH1P: Policy Framework and Market analysis

The report presents findings from the Frontsh1p project, aimed at identifying best practices to support effective management of the Circular Regional Cluster (CRC).


The research was structured around six key areas: defining a policy model for CRC governance and identifying legal barriers; analysing market failures in the circular economy; assessing incentives and barriers in current policy instruments; drafting a public circular procurement scheme for Circular Systemic Solutions planning; and mapping public/private investment systems and CRC database interoperability.


For each of these areas, a detailed and replicable methodology is provided, enabling others to apply the approaches in different regional or organizational contexts.
