The SAT offers practical value to cities and regions by guiding them through a structured analysis of their circular economy (CE) readiness, covering environmental management, socioeconomics, governance, policy, finance, technology, standardization, and capacity-building dimensions.


The SAT is not only a diagnostic tool but also a catalyst for systemic change, fostering dialogue among stakeholders and aligning regional initiatives with broader sustainability goals, in order to continuously improve their CE strategies. The SAT is especially useful during the map and design stages of Circular Solution, where it helps establish baselines.

How to use this tool or method

The SAT is integrated into the Data Integration System (DIS), a digital platform designed to streamline data collection, analysis, and visualization.


The DIS offers advanced functionalities, such as predictive analytics for resource optimisation, and presents results in user-friendly formats like spider-net graphs to highlight key areas for improvement.

It employs a questionnaire-based format using Likert scales to quantitatively assess a region’s or city’s performance across the eight dimensions of the A2C model. The questionnaire includes detailed prompts, hints and reflection exercises tailored to each dimension.
