National action manuals for local uptake

The purpose of this manual is to guide the user through the process of engaging stakeholders in their cities’ biowaste value chain. It is a step-by-step guide of how to identify stakeholders, understand their motivations, bring them together for exchange and discussion, find opportunities for action, and mobilise for change. The goal of this process is to increase biowaste collection rates and promote the conversion of biowaste into high value-added products.

This manual is written for local public authorities and specifically for stakeholders involved in the biowaste value chain of the city – for example, in the municipal administration’s waste department, the waste management company, the municipal wastewater treatment plant. The manual can also be used by a regional or national public authority that would like to replicate successful experiences of pilot cities and innovative biowaste projects in their region or country. The guide is also meant to be transferable to other sectors - to engage stakeholders and bring people together.
