ROBIN: Good Governance Practices

The deliverable ”Good Governance Practices” sets out to identify a range of good governance practices for supporting local operators and innovation developers in the circular bioeconomy. These practices are drawn from across six geographical regions covering the continent of Europe, supporting different stakeholder groupings, and covering a multitude of different support types, including policy innovation, education and awareness, social innovations, networking, financial supports and many more.
Relevance for Circular Systemic Solutions
The document targets value chains primarily within the circular bioeconomy, especially sectors like agriculture, food systems, forestry, waste management, packaging, and bio-based industries. It addresses a broad array of stakeholders, including regional and local governments, businesses (especially SMEs), academia, civil society, and innovation actors, structured into “multi-actor regional constellations” (MARCs) to co-create governance solutions.
The practical value for cities and regions lies in the collection of 75 good governance practices and 10 in-depth case studies that illustrate how policy instruments (e.g., procurement tools, funding schemes, educational programs) can enable the development of circular bioeconomy models tailored to regional contexts. These insights are highly relevant for supporting circular solutions, as they demonstrate collaborative, replicable mechanisms that facilitate innovation, community engagement, and value chain development while addressing systemic barriers such as waste, emissions, or resource inefficiencies.
These practices are especially useful in the “design” and “implement” stages of circular solution development, offering tested models and governance structures that can be adapted to other regions facing similar sustainability challenges.
