Policy Guide on Circular Economy and Territorial Consequences (CIRCTER)

The ESPON policy guide aims to provide a short overview of the circular economy (CE) concept. It suggests actions to be taken in incorporating the CE into the policy landscape and highlights a variety of good practices in policy making to make it more tangible for European regions and cities.

The guide primarily targets regional and city policy makers, but it is also of great relevance for businesses, innovation service providers, academia and citizens interested in the CE, eco-innovation, transition management and the green economy.


The analysis of the territorial dimension aims to cover changes in resource use, design, production, distribution, consumption and waste management. In addition, it aims to provide input to European regions and cities on their potential for implementing steps towards a CE.


The guide has three main components. The first section introduces the concept of a CE and key activities underpinning the CE model. The second section covers areas in which actions should be taken by regional and city authorities to promote a CE. It explains approaches and methods that can be used for assessing local potential, the industrial base, resources, opportunities for introducing CE models, technologies, and examples of indicators to be used. It then provides guidance on how to choose the right policy strategy, including defining priority areas and setting favourable framework conditions by deploying a well-balanced mix of policy measures, implementing them and then monitoring and evaluating the outcome. Important success factors include the right governance process and involving various stakeholders. This is discussed in detail throughout the document. The third and final section provides references to useful resources, including studies, tools and guides that are available on various platforms and in online repositories.

The main objective of this policy guide is to provide evidence on the territorial dimension of the transition towards a CE and to provide evidence on local and regional patterns and flows of materials, including resources and waste.
