Green Assist

GREEN ASSIST is an advisory initiative managed by the European Climate Infrastructure and Environment Executive Agency (CINEA), coordinated by DG ENV and delivered under InvestEU with funding from the LIFE programme. The initiative aims to provide free, on-demand and customised advisory services for project promoters who develop green investment projects in environmental and non-environmental sectors. 

Relevance to Circular Systemic Solutions

GREEN ASSIST helps projects by providing support to overcome the challenges of investing in sustainability, strengthen the viability of projects to develop green investments and enhance the sustainability/ green dimension of investment projects by:
 

  • giving rapid advisory support tailored to specific needs;
  • seizing investment opportunities across a range of sectors;
  • connecting projects with hand-picked experts and state-of-the-art know-how to scale-up;
  • exchanging knowledge with top experts from across Europe.
     

GREEN ASSIST can help cities and regions with setting up or further strengthening their Circular Systemic Solutions projects. More specifically, cities and regions can use the advice for the following purposes:
 

  • introduce environmental and sustainability components to an investment project;
  • attract funding for an investment project;
  • structure financial products to address green finance demand;
  • develop partnership models for delivering an investment project;
  • identify market solutions and business models to unlock environmental benefits;
  • assess the impact of an investment project.

Applicant criteria

To apply, applicants should have projects that are located in the EU-27 countries or in third countries associated to the LIFE programme (i.e. currently Ukraine and Iceland). Applicants can either be a private company, public entity, public-private partnership, national promotional bank/institution (NPBI), international financial institution (IFI) or a commission service. The projects should be led by a specific person representing a project promoter or public or private investment team, or an InvestEU implementing or advisory partner.

Eligible projects/themes

Projects that are eligible for the GREEN ASSIST services should at least address one or more of the following themes:
 

  • Natural capital and biodiversity
  • Climate change adaptation and natural hazards
  • Climate mitigation
  • Sustainable spatial design
  • Environmental remediation (of air, water and soil)
  • Greening non-environmental sectors
  • Circular economy 

Application process

The application process starts by applying on the InvestEU Central Entry Point. A few questions are asked on the InvestEU Central Entry Point to find the suitable advisory support and partner. To formally apply, the applicant must be registered and log in via EU Login. However, applicants are also able to directly email GREEN ASSIST. After applying, GREEN ASSIST will conduct an eligibility test and will apply prioritisation factors such as the maturity of the project, the expected impact on the environment, the expected enabling ‘greening’ effect of the advisory services requests, or their replicability. If the request demonstrates sufficient potential under the prioritisation factors, the applicant will be contacted by CINEA’ s contractor to complement information and define the scope and timeframe of the advisory services. The contractor will then solicit experts from the roster, and will arrange interviews to select the expert(s) jointly with applicant.
