The C3 Circular City Programmes

The Circular City Centre (C3) is a competence and resource centre within the European Investment Bank, which aims to support EU cities in their circular economy transition. C3 supports cities in four different ways:

 

  • By mobilising EU cities through awareness raising activities to help them understand and embrace the benefits of the circular economy
  • By offering guidance documents and tools to help cities take circular action
  • By delivering Circular City Advisory (CCA) programmes to support cities in their circular transition, from developing circular economy strategies to preparing circular projects for financing and implementation
  • By helping cities to prepare circular projects and improve their access to financing via Circular Project Advisory (CPA) support

Relevance for Circular Systemic Solutions

The EIB C3 offers Circular City Advisory (CCA) programmes and the Circular Project Advisory (CPA) programme, which can support cities at various stages of their CSS development journey, from mapping and design to implementation. 

The C3 Circular City Advisory (CCA) comprises of three different programmes tailored to the various stages of a city’s transition to circularity: CCA 1, CCA 2, CCA 3. These programmes are designed to support cities from early circular exploration to the preparation and implementation of circular projects:

 

  • CCA 1 aims at helping cities with taking the first steps towards the development of a circular economy strategy, and strengthening internal capacity to further develop and implement it.
  • CCA 2 aims at supporting cities with developing a pipeline of circular economy projects. Furthermore, this programme aims at strengthening city's capacity to support projects'further development and preparation for implementation.
  • CCA 3 helps cities to develop their circular economy projects further to improve access to financing and enable successful implementation. 

 

Furthermore, the EIB C3 offers the Circular Project Advisory (CPA) programme that provides tailored technical assistance to help cities develop impactful circular projects towards financing and implementation. Through support customised to the specific needs of projects, the CPA helps promoters fill gaps in project preparation or documentation. This assistance may range from preparing or updating market assessments, business plans and financial models, to complementing feasibility studies or other missing elements in the project documentation required to secure financing for the project.

Applicant criteria

  • Cities can receive free advice and support to start or advance their circular transition through participating in the C3 CCA programmes. For the CCA 1 programme, the starting point is interest and ambition in relation to circularity; for the CCA 2 programme - the availability of circular economy strategy, roadmap or similar strategic document; for the CCA 3 - the availability of a circular economy project pipeline. 
  • For relatively mature circular projects, cities can also receive support on preparing them via the C3 CPA programme. 
  • Public sector project promoters working for and on behalf of cities can also benefit from this support.
  • Parties interested in cities’ transition to circularity can access a wide range of resources and tools to support circular initiatives and projects, or attend C3 webinars.

Eligible projects/themes

The Circular City Advisory (CCA) programme is suitable for cities that are interested in idenitifying specific areas or sectors to focus on and address the main challenges in the city (CCA 1), develop a clear strategy for implmenting circular projects and initiatives (CCA 1), develop a clear pipeline of circular projects (CCA 2), or plan and prepare projects to secure funding implementation (CCA 3). 

 

The Circular Project Advisory programme (CPA) might benefit those cities that have a relatively mature circular project but need advisory support to bring it to a point where it may have better chances of securing funding. The CPA programme provides financial and technical advisory support tailored to the need of project promoters. 

 

The following topics are envisioned under C3’s CCA programmes:
 

  • CCA 1: First steps ‒ Prepare & Plan: This CCA programme targets cities that are about to start their circular journey and need help in preparing a circular city strategy to chart the course.
  • CCA 2: Next steps ‒ Facilitate & Act: This CCA programme targets cities that have made some progress in their circular transition, possibly guided by a circular strategy, roadmap or similar strategic document. The programme focuses on supporting cities in taking the next steps towards circular action on the ground by creating a pipeline of circular projects (as a full scale investment project).
  • CCA 3: Final steps ‒ Invest & Implement: This CCA programme focuses on circular projects. It targets cities that not only have a circular city strategy, but also a circular action plan or investment programme, and have a list of circular projects that need financing or advisory to progress to implementation.
