Lääne-Harju Municipality

Lääne-Harju is a rural municipal government located in Northwest Estonia. In 2019 we started with the Green Municipality initiative. We work together with our community on specific projects to achieve our goals towards sustainability and circularity, for example, food waste prevention, waste reduction, energy efficiency. The biggest challenge is to raise the awareness of residents about sustainable lifestyle and, secondly, to create a change in the habits of residents to lessen the impact on the environment.

In 2022 we established the Lääne-Harju strategy centre to implement strategic goals, one of which is the Green Municipality initiative. We work on specific projects to achieve our goals, for example, food waste prevention, smart city solutions, the circular economy (CE), and energy efficiency issues. We have Green Municipality meetings weekly that involve all departments (including the strategy centre, management, administration, social and education departments) so that we can approach the issues from every angle.

The Circular Economy Action Plan (CEAP) is still under development. We have analysed the operation and financing models of the circular economy together with the municipality of Saku. These analyses are the basis for creating CEAP.

Other activities

Different initiatives were completed:

  • An inspiration seminar, that took place at the beginning of 2019, to test the idea of becoming a Green Municipality among the local people.
  • The Green Tiger pilot programme, an Estonian collaboration initiative that took place in 2020, to boost sustainable thinking in society.


All activities have helped to raise awareness in the residents of the rural municipality about how to be as environmentally friendly as possible in their actions and personal choices.
