The shift from a linear to a circular economy is essential for achieving Europe’s sustainability objectives, enhancing resource efficiency, and building long-term resilience. While Europe has made significant strides towards circularity, most economies continue to rely heavily on linear models of production and consumption. Achieving a fully circular system requires systemic transformation, that is, rethinking how resources are produced, used, reused, and managed across all sectors. In this context, local and regional governments play a key role in operationalising circular solutions and driving tangible change, as highlighted by recent OECD findings (2025).
The webinar aimed to showcase how the Circular Cities and Regions Initiative (CCRI) supports cities and regions in accelerating their circular economy transition. It presented the initiative’s key services and tools, with a focus on how local and regional authorities can leverage them to design, implement, and scale innovative circular practices

In particular, participants were introduced to the main CCRI instruments designed to strengthen local and regional circular economy strategies:
- CCRI Knowledge Hub: high-quality, practical, and evidence-based resources on circular economy topics. It also provides a mentoring programe that supports cities and regions at their early stages of circular transition to advance on their circular way through a tailored support pathway and one-to-one mentoring sessions.
- Community of Practice (CoP): peer learning and exchange among cities, regions, experts, and practitioners. The CoP fosters dialogue, mutual support, and the sharing of approaches that have proven effective in local contexts.
- Circular City Centre (C3): technical assistance, thematic guidance, and tailored support to help cities and regions implement circular solutions with higher impact and scalability.
The transition to a circular economy is not only a necessity for Europe’s environmental and climate goals, but also a driver of innovation and resilience. The CCRI provides cities and regions with a comprehensive support ecosystem to structure, implement, and amplify circular actions. The webinar highlighted the importance of collaboration, knowledge sharing, and capacity building as fundamental enablers of this transformation.
