Regulation (EU) 2024/1252 establishes a framework to ensure a secure and sustainable supply of critical raw materials essential for the EU’s green and digital transitions. It aims to reduce dependency on third countries, enhance domestic extraction, recycling, and processing capacities, and strengthen supply chain resilience.

Key objectives and (or) targets related to cities & regions

The key objectives and targets for Member States focus on ensuring a secure, resilient, and sustainable supply of critical raw materials through a coordinated Union-wide framework. These objectives include reducing supply risks, enhancing monitoring, diversifying supply sources, and increasing the circularity and sustainability of critical raw materials (Article 1).


Specifically, the regulation sets benchmarks for 2030, aiming for at least 10% of the EU’s annual consumption of strategic raw materials to be extracted within the EU, 40% processed, and 25% recycled (Article 5).


Member States are also expected to support Strategic Projects (Article 6), develop national exploration programs (Article 19), and coordinate strategic stocks (Article 23). These objectives directly relate to cities and regions, as they will need to streamline permit processes for mining and recycling projects (Article 9), integrate raw material needs into urban and regional planning (Article 13), and facilitate circular economy initiatives (Article 26).


Local governments and regional authorities will also play a role in spatial planning for raw material extraction, ensuring public acceptance, and promoting investment in infrastructure and workforce training. This multi-level governance approach ensures that raw material supply chains remain resilient, sustainable, and aligned with the EU’s climate and digital transitions.
