Regulation (EU) 2024/1157 on Shipments of Waste
Updated on 16.07.2025
Regulation (EU) 2024/1157, adopted on 11 April 2024, establishes updated procedures and control measures for waste shipments to protect environmental and human health, contributing to climate neutrality and a circular economy. It introduces stricter rules on waste exports, enhances traceability, facilitates intra-EU recycling shipments, and strengthens enforcement against illegal waste trafficking.
Key objectives and (or) targets related to cities & regions
The key objectives for Member States under Regulation (EU) 2024/1157 on waste shipments focus on ensuring environmentally sound waste management, protecting human health and the environment, and facilitating the transition to a circular economy in line with the European Green Deal.
Article 11 sets strict conditions for shipments destined for disposal, ensuring compliance with the waste hierarchy, proximity, and self-sufficiency principles.
Article 12 allows Member States to object to waste shipments for recovery based on environmental concerns or non-compliance with national waste management plans. These objectives relate to cities and regions by necessitating stronger local waste management infrastructure, ensuring proper treatment of waste at the regional level, and prioritizing domestic recycling and disposal solutions.
Article 14 encourages pre-consented facilities, which can streamline waste processing at the regional level. Moreover, Article 60 mandates inspections of waste shipments, requiring local enforcement agencies to monitor waste movements effectively. This regulatory framework fosters sustainable urban waste strategies, ensuring compliance with EU-wide environmental goals.
