The Net-Zero Industry Act (NZIA) - Regulation (EU) 2024/1735

The key objectives for Member States focus on strengthening Europe's net-zero technology manufacturing ecosystem to ensure secure and sustainable access to these technologies while contributing to climate targets and economic competitiveness. This includes scaling up manufacturing capacity to meet at least 40% of the EU’s annual deployment needs by 2030, increasing the Union’s share of global production to 15% by 2040, and establishing a CO₂ injection capacity of 50 million tonnes annually by 2030​.


Member States must facilitate streamlined permitting processes, establish single points of contact for project approvals, and encourage investments in net-zero industries​. These objectives directly impact cities and regions, which serve as focal points for industrial transformation through Net-Zero Acceleration Valleys, designated areas aimed at clustering net-zero industrial activity and fostering administrative efficiency​.


The regulation highlights the circular economy as an essential enabler of these goals, particularly in the reuse and recycling of materials used in net-zero technologies, reducing raw material dependency and enhancing industrial resilience​. Circularity is also embedded in public procurement and sustainability criteria, ensuring that net-zero projects prioritize resource efficiency, waste minimization, and sustainable product life cycles​.
