Directive (EU) 2024/825 on Empowering Consumers for the Green Transition
Updated on 14.07.2025
The Directive on Empowering Consumers for the Green Transition will ensure that consumers are provided with better information at the point of sale on the durability and reparability of goods and the consumer’s legal guarantee rights. It will also strengthen consumer protection rules against greenwashing and early obsolescence practices.
The new Directive amends two existing consumer law Directives: the Consumer Rights Directive and the Unfair Commercial Practices Directive. It will make EU horizontal consumer law better fit for the green transition and will support the changes needed in consumer behaviour to achieve climate and environmental objectives under the European Green Deal.
Key objectives and (or) targets related to cities & regions
The key objectives for Member States in Directive (EU) 2024/825 focus on empowering consumers for the green transition by improving protection against unfair commercial practices and ensuring better consumer information. These objectives include prohibiting misleading environmental claims (greenwashing), preventing planned obsolescence, ensuring the credibility of sustainability labels, and enhancing consumer awareness of product durability, reparability, and environmental impact.
These objectives impact cities and regions, as they influence local governance, business regulations, and urban sustainability policies. Cities and regions will need to ensure compliance through local consumer protection agencies, support businesses in adopting transparent environmental practices, and facilitate sustainable consumption behaviours among residents.
The regulation mandates that environmental claims must be verifiable and publicly available, which requires cities to establish monitoring frameworks and promote eco-friendly initiatives. Additionally, sustainable urban policies, such as green procurement and eco-labelling schemes, will need alignment with the directive to foster responsible production and consumption patterns at the local level.
