Directive 2000/53/EC establishes measures to prevent and reduce waste from vehicles by promoting their reuse, recycling, and recovery, thereby improving the environmental performance of all economic operators involved in the vehicle life cycle.

The key objectives for Member States under Directive 2000/53/EC focus on minimizing waste from end-of-life vehicles (ELVs), promoting reuse, recycling, and recovery, and improving the environmental performance of all economic operators involved in the vehicle lifecycle (Article 1).
Specific targets include ensuring that by 2006, at least 85% of an ELV’s average weight is reused or recovered, increasing to 95% by 2015, with recycling specifically reaching 80% and 85% respectively (Article 7). These objectives relate to cities and regions by necessitating the establishment of collection and treatment facilities, ensuring vehicles are dismantled, depolluted, and their materials reused in line with the Directive’s environmental standards (Articles 5 and 6).
Local authorities must also facilitate waste management infrastructures, oversee economic operators, and support compliance with safety and environmental requirements to prevent pollution from ELVs (Articles 4 and 9). Additionally, the Directive mandates that Member States create systems for issuing certificates of destruction to deregister ELVs, ensuring vehicles are processed appropriately (Article 5).
These efforts collectively integrate into urban sustainability goals by reducing landfill waste, controlling hazardous substances, and promoting circular economy principles at regional and municipal levels.
